A good example of reusing characters across different shows is Adam Reed (creator of Archer & Frisky Dingo etc.) - Xander Crews from Frisky is a basically a cross of Sterling Archer and Ray from Archer.
Gene isn't identical to Bobby. Just a similar character tweaked.

Bob is nothing like Hank. Bob joins in on the games, Bob can be just as weird as the rest of his family, and Bob is generally pretty supportive of his kids.
Hank is uptight, straight-laced, blue collar, narrow-minded, and doesn't support most things Bobby likes.
If they share any characteristic, it's that they're dimwits. However, Hank isn't self-aware of his stupidity, whereas Bob realizes exactly how foolish he can be.
