Carlos and the police

So as an illegal if Carlos is pulled over by a cop for any reason, the cop can look him up on the database and see he is illegal and have him deported? What is Carlos' form of ID since he doesn't have a drivers license? (And why would he be stupid enough to drive around in his truck without a drivers license?) And when Carlos does need a cop to help him when his truck is stolen he can't go to a cop?
So he's basically like a third class citizen because he can't afford to do anything wrong like drive with a busted tail light and he can't get help from the police when he is a victim of crime. This existence is better than the life he had in Mexico??!! His life in Mexico must have been incredibly godawful to be willing to tolerate this existence in America.
