Introduction of Victor Zsasz?
In the comics Penguin led to Victor Zsasz becoming a nihilistic serial killer. Would be interesting if depicted here, would like a more comic book accurate Victor Zsasz as he is always portrayed as a mob enforcer in live action (Batman Begins, Gotham, Batwoman, Birds of Prey). He is just as creepy as the Joker in my opinion, especially when you look at the Arkham games.
