I have a theory that the malevolent force is in fact Heather, the only survivor from the original Blair Witch Project.

I thought it was Josh and Mike that were messing with Heather.
Josh just disappears and Mike is only seen standing in a corner. I always thought it was Josh that hit Heather while she had the camera and spotted Mike in the corner.
So basically your synopsis is that they were going to make a documentary about a legend and they used it as an opportunity to mess with her and murder her?

If you wanted to take a realistic approach to this story however, if the police did find the footage like we did, I don't believe their first instinct would be that a witch did this, even though most peoples minds go there based on the movie title.
Just because Josh goes 'missing' does not mean the witch killed him. And just because Mike is standing in a corner does not mean he was under some spell.
We also never know if Josh and Mike intended for the footage to get out. That could have been the second part of the mystery.
I've always thought there was no actual witch, but a spirit that possesses chosen individuals to carry out the deeds; whatever those deeds might be.
