How did Oppenheimer have visions of ICBM delivering nukes across the globe? What year was it supposed to be at the end of the movie?

Someone said something about it earlier in the movie. They said they couldn't wait to see rockets carrying nuclear bombs some day. Oppy said he hoped that day would never come, or something to that effect.
