I wonder why the PM has to meet her cabinet ministers outside... often you see her walking outside, even when it's raining, to have a chat with some colleague.

Can't they find a secluded room or corner somewhere? Are they afraid of being bugged?

I doubt the real prime minister has many meetings like that. The film makers probably just want to show off the location.
