In the comics (and the TV show) Negan is vehemently against rape. Downright despises it, and executes people on sight for doing it. He won't be raping anybody. There's a very, very important storyline in the comics where this quality of Negan's plays a big role.

If someone allows your husband to live because you agree to be with them then that isn't exactly love, is it?
On the show Negan had what I've heard referred to as a "rape harem"..coercing (threatening and intimidating) someone to comply to sex is rape.

Negan didn't see it that way. In his mind, they were his wives, and they were willing. Never said Negan was totally sane.
