Why is there a wagon on the upper floor of the city hall? Who could possibly have a reason to move it there? Why don't they just kill the ground zombies before trying to move the wagon out?

Plus, I imagine there is hundreds of millions of rounds in the US at one time. It would take a long time for a decimated population to burn through all that.
I don't know much about US ammunition factories but in the UK, they can pump out 230M rounds a year...
America likes their guns.
