what were they retrieving in that capitol building in the beginning?

a wagon and some kind of packages but i missed it

The packages were vegetable seeds.

Jadis (the weird garbage lady leader) revealed she used to teach, and she knew the Capitol building had seeds. I missed the part where she was explaining why, but I assume they kept it for research/emergency.

They maintained their own grounds, planting stuff there.

They were at the Smithsonian museum of Natural History on museum row near the Capital building.

I was responding to the part about why the Capitol had seeds. They used to maintain their own grounds.
