In reference to how the United States was dealing with all the countries all around the world. One of the unofficial presidential advisors to either Nixon or Carter administration had written or said something like:

"In order to keep/maintain/hold on to your way of life, you can't be kind or have sympathy...."

The writer/person's last name started with a C. Comer, Cohen, Comen...Comie...

I would like to know the source of that statement, who had written it, or what exact episode it was from so I can look it up, if it was from a book or article.

It was rather blunt and shocking.

So, if anyone remembers or knows the person's name and the source, I'd appreciate it.
