What I find inTeresting...

Rick constantly brings up about using up precious space in his store and how spots out in the "showroom" are so limited. Yet in the background of him haggling, you can see some Starting Lineup figures on the shelf behind him. These sports figure replicas are not high quality and are not typically worth much, at least not enough to warrant a prime real estate spot like a shelf on the showroom.

It's just something he says to pressure dumb/gullible sellers. He also tries to justify his lowball offers by saying that the item is unusual so he might have to sit on it for a long time before he finds a buyer. That is irrelevant to the seller and not their problem. Another classic BS line is that he gives the seller a lowball offer and says he'll pay cash right now and if the seller wants to take it to an auction house, they might get more money but need to pay auction fees. If that's the case, more money minus an auction fee doesn't sound bad compared to his lowball offer.

Basically he knows that the sellers are in Vegas and need money and the chances are good that they'll accept lowball offers because they need the cash to gamble.

But it is relevant to the buyer.

He says it because thats what is written in the script. Also, the "sellers" aren't just randomly in vegas looking for some quick cash they were selected by the producers of the show to bring in whatever it was they bring in. The entire show is scripted and staged.
