Why change some names but not others?

I don't understand why they used Kuklinski, Prongay, and Demeos real names, but changed the names of the characters that played Chris Rosenberg (To Josh Rosenthal) and Nino Gaggi (to Leonard Marks). Everyone of the people I just listed is dead, so why would it of been an issue to use their real names? And the least they could of done was give Gaggis character an Italian name "Leo Marks"??? WTF? That sounds real Italian, like a made guy that's a capo for the Gambinos...

cause im guessing Leo Marks (it could be a nick name,some of the gangsters have nick names that involve an american sounding name) but he was probably a combination of Nino Gaggi & Robert DiBernardo, since Roy worked for both captins.

the chris rosenberg thing im not sure, unless his family was one of the ones that spoke out.
