I think his victims were often criminals. For all we know they could've been wanted by police themselves. So calling them would not be an option for them.
I think most of his victims had no warning of it about to happen because Richard could be quite charming when required to be.
I had to kill Bob Morton because he made a mistake. Now it's time to erase that mistake share

c) If I remember correctly from the book, there were some people known to the victims who contacted police about their disappearance. Then again, Carlo's book is mostly make believe any way.
