How could someone of Hart's size be a former star athlete? And how come Bob wasn't as black as his teen self, surely they could have found someone who was a closer skin color to The Rock for the opening scene?

Depends on the size of the school. Class is 200, 5'8" can dominate

To me it looked like they CGId his face into another actors body. Like in the beginning of the first caption America movie.

That was Chris Evans's body. The CGI was used to make him smaller.

The body actually belonged to Sione Kelepi. They used advanced face-swapping technology to put Dwayne's face on his. Lots of video footage from each for things like singing, fear, moving of face.
