Steve Rogers is Captain America.
He was temporarily Cap in the comics while Rogers was missing. So was Bucky.
They were placeholders, nothing else, until the real Cap returned.
Exactly, they should have labeled this film as "Falcon America" or any other title that excludes the word "Captain."

It's about using both "Captain" and "America" in conjunction, and yes both together are exclusive to Steve Rogers only.
"Captain Marvel" is not a substitute nor a replacement for "Captain America."
That show had a few moments, but overall I found it very unenjoyable. I hope this film is a lot better than that. Steve Rogers is a tough act to follow. Not to mention Sam is a normal, i.e. non-super-powered, guy, so not only does he lack Steve's gravitas, he doesn't have the physical strength to carry him.

They still could have labeled this film with Falcon in the title like they did with the limited series.
This is another example where they capitalize on the title of a film.
That part doesn't bother me. Captain America is a symbol, so it makes sense for someone to inherit the title. I'm concerned by the fact that Sam is just a regular dude. He can't take out an elevator full of enemies or win a fight against a fighter jet. Plus, the Disney+ show was so bad that I fear for the quality of the film.

1. BUCKY is superhuman enough to be the muscle to carry the role of CAPTAIN AMERICA forward. The only way to justify the way the shield is used, is the superhuman reflexes and dexterity of the super soldier serum. In this Sam Wilson's role would be to more of the leader of the dou due to NOT being a long term mind controlled death machine.
2. And yes, the disney plus show was terrible. Mixing an anti-American message into a CAPTAIN AMERICA movie, is... only makes sense if you buy into the conspiracy theories about blackrock and esg shit.
