Why so many Hulk characters?

Like it is not a Falcon America movie it's more like a Sony version of the Hulk universe. All Hulk villains and supporting characters but no Hulk.

It basically is a Hulk sequel with no Hulk. They have pulled this before with Thor 3.

Hopefully Hulk will be in it, played by Ed Norton as it should've always been (not doofus Ruffalo)
