Will this be available on DVD? And are there any English subtitles? Or are there plans to show it on American TV?

I don't think there are any plans to show it on American TV, except perhaps on some obscure Italian/German-language channel. While not available on DVD in the US (or any anglophone countries, as far as I known of), "Sisi" is out on DVD in several European nations. You can buy it from the Italian or German eBay, but I doubt the DVDs include subtitles, much less English ones.

That's a shame. I'd really like to see it. I might be able to manage watching it with French or Spanish subtitles, but I couldn't manage Italian, Polish, Finnish, or German.

I can find the DVD and Bluray from amazon.de and those don't have English subtitles (or any subtitles at all).
So I'd say you are not seeing it with English subtitles..

I did see Sisi though from Finnish YLE Teema channel with Finnish subtitles so there are some foreign subtitles made for the film. But even those subtitles are not include to those DVDs and Blurays.
