Not really sure where all the Wes Anderson comparisons have come from. More Woody Allen than Anderson I'd say. Doesn't have Anderson's pessimistic glibness.
Wes Anderson's first hit was arguably Rushmore, a movie about an eccentric loner at school. So it doesn't surprise me in the least that a bunch people on the internet who gush all over Anderson would start crying foul.
There's definitely some influence here, but you're not thinking very hard (nor paying attention) if you think Submarine is unoriginal or derivative.
Why is being inspired by Wes Anderson suddenly a bad thing, its about time more films were Andersonesque instead of Michael Bayesque. But then again the criteria for being derivative or a rip of Anderson seems to only be the you make an intelligent movie with interesting characters.
Just like to add that there seems to be a pencil drawing of Woody Allen next to Olivers bed, so the OP seems spot on for the most part. You simply cant rule out a Woody influence when theres a goddamn picture of him in the movie.
the title cards were all Godard, as well... the jarring dramatic orchestral cues Kubrick... these were done with less subtly and originality than the Woody Allen influences... there's "influence" and then there's borrowing techniques.
