Why does he have a SEAL insignia on at the end?


He's undoubtedly done the navy proud, but they don't just make people honorary SEALs, that makes no sense. It's a part of the navy, a group of specialist teams. They're SpecOps, and they wouldn't award a navy captain a trident for saving the world, because why would they?

They'd give him the highest honour in the US military for sure, but pinning a special forces insignia to his chest made no sense to me.

He doesn't have a SEAL insignia on his chest. The close-up shot of the insignia they show is on the chest of the SEAL that asks Hopper if he wants to go to Coronado to play with the big boys. You can tell by the angle of the shot, and the fact that the next shot (or any other shot from that point on) shows no SEAL insignia on Hopper's chest.
