That's funny. I checked and mom is 37; while Bo is 41.

My bet: this show is heavily determined by a target audience. That target audience is 30-45 yo female and single. That is why we see a lot of women like that in the show, most of which cater certain desires of the target audience. Primarily those desires revolve around being sexually irresistable (Bo).
Aife is like outsourced darkness. They are both meant for the audience to identify with, only that all regrets are bound in Aife. She's an antagonist and denied ("that's not me") yet still finds forgiveness and love ("it IS my mother"). The latter is important because the former is but desired yet not altogether true as far as the audience is concerned.
Since both are meant for the audience to identify with and since the audience is supposed to define themselves not least by their age (whyever...) the "mother" can't be significantly older. Moreover the audience is supposed to feel well about themselves. Thus Bo has to be sufficiently beautiful to deliver a positive identification yet is not meant to outshine the audience to the point of alienating them. Consequently Bo is depicted as an "average woman" mostly (save specific scenes that have her shine). Aife does not suffer these limitations to the same degree as she is not the protagonist. No wonder the actress is younger.
