3 persons are easy to identify, because there's a second cover photo where the busts have inscriptions and another site helped me with it.

At first thought at Karl Marx but Marx doesn't make any sense in context with Frasier.
He looks to me like Ludwig II. of Bavaria but the eyes don't really fit.

To me that doesn't look like Mozart at all, but go figure.
The guy with the long beard is very likely 19th century I would say. The question is, who is famous enough that people would bother to make a bust of him? There can't be that many. Also it seems like it should be someone in the arts, sciences or humanities.

There is definitely no Sigmund Freud among them, which is a disappointment. Frasier is supposed to be a Freudian.
