I wish she did in order to save us from the torture of snoraline. I can only hope and pray ddamons she don't want you yet comes to fruition and soon. Or hell even better take Caroline and actually make her interesting again for the first time in 4 seasons then hopefully she gets sick of vapid nonsense and sends her to hell early.

Sybill can use Stefan as leverage to keep Damon in line .
And Sybill is happy with her current Crew Damon and Enzo , additional member will only get additional problem.
She will, eventually. Before the season started there was an interview where they mentioned that Sybil would take a particular liking to Stefan. Damon said in 8x01 that it wasn't Stefan's time "yet" or something to that effect. And Stefan is supposed to take a pretty dark turn towards the middle of the season, so that should be it.
