I'm pretty sure you're right. Both Lexi and Anna (along with the dead humans like Sherrif Forbes, Uncle John and baby vamp-with-soul-intact Aunt Jenna) were shown/declared to have found peace. In pre-season interviews, Julie said we're 100% going to see where the dead go. Now that the Other Side is gone, it's down to some version of Heaven and Hell.
Even tho they teased it like Katherine is Sybil's sis in previews, I caught enough of her covered face to see it's only a Nina look-alike. That said, there have been endless rumors about Nina reviving Katherine this season, along with her playing a super villain. I'm pretty sure the villain tumors simply hail from the people who didn't understand why Elena's voice was used in the vault in the 7 finale. BUT, we also know Ian is verrrry not into diving back into the Delena pool, and he's been cringingly vocal about not wanting Nina back on-set either. So, even if she *was* up for one more go, I'm sure she's equally against riding Delena into the sunset now. And they had to offer/agree to ANYTHING Nina wants/is good with in order to bring her back.
Having said all that, there's still a juicy guessing game at play. While I have no idea what they're gonna do with Elena (or Delena), my money is definitely on glimpsing some Kitty Kat in-Hell action. If not, we'll at least get exposition on what the experience has been for her. -you know, in case teasing Sybil's sister as her was all fhey really had up their sleeve.
