Characters Presumably In Hell(Will Update)

So, we know JP loves bringing characters back, and since this is the final season, I think there's a good chance we'll see a lot of characters we've sadly lost over the years. Seeing as Georgie went to hell for indirectly killing her friend, we can assume that the ...expectation for hell, isn't that high.

Also, this is not confirmed, I just wanted to make a list somewhere and figured here would be a good place. This does not include TO characters, besides characters like Esther, Mikael & Finn. These are really only characters that people would remember, so no minor characters.

Esther - Created Vampires
Mikael - Ruthless killing machine
Finn - Vampire
Kai Parker - Killed many humans.
Mary Louise - Heretics killed thousands of people
Nora Hildegard - Heretics killed thousands of people
Beau - Heretics killed thousands of people
Malcolm - Heretics killed thousands of people
Oscar - Heretics killed thousands of people
Lily Salvatore - Heretics killed thousands of people
Julian - Has killed many humans, including Stefan+Valeries unborn child
Tyler Lockwood - Has done some pretty bad things
Mason Lockwood - Same as Tyler, killed a human but was tricked by Katherine
Jules - Killed several people on screen
Rose - Killed several people on screen/Vampire
Trevor - Rose's Brother, presumably killed many people too
Isobel - Straight up psycho bitch, killed many people
Sage - Finns lover, killed a LOT of humans
Tomb Vampires - Presumably all of them had killed at some point.
Rayna Cruz - While she mainly killed vampires (still unsure if that counts, she had no problem dealing with any that stood in her way, wounding Bonnie and even saying she staked a check-out-chick (unsure if true however)
Logan Fell - Killed a lot of humans during his short time as a Vampire in Season 1.
Ivy - Pretty sure she killed a human in season 6.
Ben - Can't really remember him but he was a Vampire and presumably killed humans.
Krystal - Presumably preyed on humans aswell
Julians Vampires - Preyed on Humans

Luke Parker - Not sure if he's done anything bad
Liv Parker - She killed Maria (Though, she was a traveller...)
Elizabeth Forbes - She did cover up a lot of bad stuff (Once again, hells expectation isn't that high according to what Georgie is there for)
Carol Lockwood - Same as above
Tripp Cooke - Vampire Hunter from season 6, killed mainly vampires but had no problem kidnapping Elizabeth Forbes (So unsure)
Jesse - The experimented on Vampire in season 5. Unsure if he'd be in hell

Grams - Found peace in the s5 finale
Lexi - Found peace in the s5 finale
Annabelle Zhu -Presumably found peace in 3x07
Pearl Zhu - Presumably found peace in 3x07

Not sure about Annabelle and her mom. They were pretty badass.
Tyler could be save. He attacked Hayley but Hope is safe.

This season's "Hell" is a plot hole/retcon because it has already been shown previously that it does not matter what you did in life, anyone can find peace. Esther and Dahlia were shown to have found peace at end of TO2.

When did they show that Ester and Dahlia found peace? They died together. How does that show that they found peace?
