He wants people to collect souls for him from bad people. But said bad people will die eventually and then their souls will go to him. So he doesn't actually need to 'harvest' them now.

I uno maybe cutting their life short by harvesting them is their punishment.
shareI think he feeds off their souls. Which is what gives him power. He feeds off the souls in Hell to sustain himself/Hell etc. has his missionaries do it so he never has to do the work himself.

It's possible that Cade's world is only one of the alternatives and he needs supernaturals to voluntarily agree to work for him. It's interesting that he needs two at a time.
