When Bonnie's father aka the new mayor dies.. a few episodes after I forget who the baddy was that changed forms but he made a knock knock joke I quote.. "knock, knock.. I killed the mayor".. WHAT IF.. he was in the series when mrs lockwood died by Klause. Making him the actual killer and not Klause..

shareThe baddie who kill the mayor was name Silas . And while Silas could change forms to look like anyone, he wasn't the one who kill mayor Lockwood because at that time he needed Klaus to kill 12 hybrids in order to break the seal so he could take physical form.
But it was a great theory. Technical Silas did kill mayor Lockwood. It was Salis mind control over professor Shane that led to him and Hayley tricking Klaus into killing the hybrids which led to him killing Tyler's mom.

If they wanted to make Klause redeemable in anyway they would and could make it out to be Silas..
at first o thought he meant mayor Lockwood that he killed but than I realized the second mayor just previously died so it makes more sense..
