Peter Maxwell threw the bell off Wickery Bridge in 1992, isn't that the year that Elena, Bonnie, Caroline, Matt and Tyler were born?

Yes, Elena apparently (as in Wiki) June 22, 1992.
Beautiful Caroline: October 10, 1992.

On the other hand Bonnie: February 5, 1993; Matt: February 26, 1993; Tyler February 10, 1993.

Lol what? How's Elena's birthday in June if it took place 3 weeks before Senior year started in S3?

August 22 is more accurate. Impossible that 2 months passes between episode 1 and 6 of season 3. Must be August 22 her birthday not June 22.

No its June 22, the episode that celebrated her 18th birthday was a clerical error.

If those birthdays are the case then Elena should have been a year ahead of everyone else in school

Then she would have been 17 when she graduated, instead of 18 like she was. While you are technically correct. Being born in June or July one could go to school either year.
