The bell worked on her because magic and psychic energy are connected, thats why it hurt the twins as well. She is a witch that has psychic powers because magic is rooted in psychic energy. Being psychic does not make you a siren. Cybil and Seline were psychics that used their power in a way that created the siren legend, they didn't become more than that until Cade granted them immortality. So Bonnie randomly becoming a siren when she's actually a witch that sbould lose her psychic powers (which are a byproduct of her witch heritage and thus magic) if she became an immortal, which is part of being a siren, doesn't really make much sense.
