The idea is that package was meant for something else, they intercepted it for a different purpose. If the woman was meant to deliver it to the family, it would have been in a more 'ready to deliver' cake shop box. The metal container was a bit weird.
But what are the chances that family ordered a cake, and just as the same time a cake bomb was made.
The bomb was not on a timer, there was no specific time it should be delivered, so it was triggered, if not remotely then it happens when they cut the cake.
The company clearly intercepted various communications of bomb makers, and also that clearly means it is less efforts than making the bombs themselves (that has implications), or just 2 missions rolled into one.
And we know from bugging phones, they don't have the capability to wiretap mobile communications.
I suspect in the end this is going to be full of plot holes.
