Accuretta was a telecommunications company with clients such as JPL, NASA, DARPA, etc., and Dylan Gould used his influence as board member to convince them to hire Sam and to infiltrate their lunar-mapping program to help conceal the Decepticons hidden on the far side of the moon.
Jerry Wang was the head of that program and he and the others in that photo were all being assassinated to tie-up loose ends and finish the cover-up job.
