What possible reason,other than to serve for the commercial aspects of the movie.She was in the movie/team just to make joker involved in the movie.
She is a lunatic,logically she would do more harm than be useful in this sort of combative mission.Although she does a good job,Joker+Harley would have been better in Solo Batman movie.that way,People wouldn't have been enraged by the lack of joker's screen time.
Deathstroke-he would have been great on this movie.

The reasons pretty simple really, the government doesn't have a lot of metahumans or supervillains captured, as there either beyond what they can handle or to knew to exist.

So there grabbing whatever they can get there hands on.

For all her insanity, Harley is actually pretty competent. So its not like she was the sort of lunatic who was useless.
