A guy in prison wouldn't have been able to have much control over his men.If he did,Freddie would never have been able to do all the bad things he did in this show.
He should have at least sent men to supervise the drug deal and make sure that Freddie doesn't do anything to mess it up.
Also he should have arranged protection for Freddie and Jimmy's families,that way Freddie would never have been able to rape Maggie.
