You do realize that they are failing on purpose, right? Over the years, they've realized that their audience prefers to see people butt into other people's business. So, that's all that they show us.
And they set up situations that are guaranteed to get at least a couple of people to interfere. No doubt that the actors are told to start slowly and then get more and more outrageous if nobody is taking the bait. Eventually, someone does.
