shareMy guess is that he was, but when you're trying to pull off a hoax like this, it's best to keep as few people in the know as possible. David Letterman said on air that he was not in on it, and yet his staff has confirmed that he was. So, really, who knows? Maybe the DVD/BR release will have a commentary and interviews that clear this up.
If Diddy was in on it, he did a very good job playing like he wasn't.

I'm still not convinced it was a hoax. If the hip hop thing had worked I think JP would have ran with it. Because he bombed so incredibly hard the easiest thing to do was pack it up and call it a hoax and then look for some work to keep his bills paid and keep the drugs coming.

According to the commentary, Diddy was in on it. Casey said that often Diddy would take their scenes in a direction that they didn't really want the movie to go, so they had to re-do their scenes many, many times. It wasn't that Diddy wasn't doing well improvising, it just went in a direction that the filmmakers did not want to go. That said, Affleck did say that he was happy with Diddy's performance and thought he was believable in his role.
