Who play's Destiny drug addicted mom? I can't seem to find a listing for the role in the cast list.

Well, no one "played" her, since she was only portrayed via a photograph.

I'm not sure who it is but to clarify what the OP was asking I think they meant the one of her foster parents who was in the car with Destiny telling her to go in and tell the doctor she was feeling anxious to get some medication.
