Why were the special effects so awful?

I don't get how the award-winning special effects for "Jurassic Park" and "Starship Troopers" from the '90s were so well-done while "47 Ronin" had very weak f/x.

Especially released in a year when "Oblivion" and "Gravity" and "Elysium" had amazing visual effects.
