Where did this rumour come from? Was it just a rumour started by the clones, desperate for a chance to live longer? Or was it a rumour made up by Hailsham? A cruel test to see if they had souls and could truly fall in love?

The former I'd imagine.

In the book Miss Emily tells Tommy and Kathy that they'd tried to stamp it out from the source each time the rumour had started to circulate. She even considers that it may have not been one rumour getting recycled, but many rumours of the same nature springing up.
