Does anyone know what Christopher Lee's character is like? Is he playing the psychotic landlord?

He is bad in a way that he is verbally abusive in the movie he just seems like a creepy nosey old man.

"Well, I done seen just about everything, but I ain't never seen your boy, no way, no how!"
