What a stupid premise! ***Spoliers***

Summer would identify the houses which are going to be sold. The cops will then plant those houses with drugs. For that, the house should be empty already, right? What are the chances of getting houses whose owners empty the house much before they sell?! The movie doesn't even make that clear whether those houses were empty or not. Most people wait for buyer, get money, pay for the new house and then move!!

And why even bother? Why not plant drugs in any house either empty or occupied (whenever they get chance to plant the drugs)? Raid it and let the police forfeit the asset unless of course the owners don't have money to pay the penalty and release the property back.

So, planting drugs, waiting for it to get forfeited, assuming the owners wouldn't fight/pay for it and then...buy it and sell. All in one town!! And no one finds anything odd to see that whichever houses goes for sale in this town, gets found with drugs inside it and immediately gets forfeited!!

All these in a world where people take home loans and houses are mortgaged. In such cases, cops can't even forfeit it because the first charge remains with the lender. So, one more chance to be taken that Will Grady and the cops should first filter those houses out of Summer's list of houses and look for those which are free hold and not mortgaged. Wow!

What a lame amateurishly convenient premise!
