Yup, I think so.

Most obviously, there is that long shot featuring the gypsies' horse-drawn wagon coming down the hill (my favorite scene). Just compare it to The Hateful Eight's opening shot and... TADAA!

Or how about how each movie features a storm heard howling unceasingly.

I'm just saying that The Turin Horse inspired Tarantino when he was creating The Hateful Eight.
