I cannot understand how Steve Wheelan could possibly think that 15 year old Emily in her school uniform was Lucy/Katie. After all the murder of his father had been 15 years previous, so Emily wouldn't have been born. And wasn't it too much of a coincidence that he was able to find out the flat number of Ruth? Otherwise I thought Unforgiven was excellent, but found the ending unsatisfying.

Going from memory, Steve never thought Emily was Lucy. His aim was to threaten/hurt someone Ruth loved just as someone he loved (his father) was killed 15 years earlier.

No, he definitely thought she was Ruth's sister. He said so. His whole character is a little unbelievable anyway.

I'm not sure that Steve Wheelan would have had any clue how old Ruth's sister was. It would have depended on how thorough the private eye's investigation was, and as we saw, it wasn't very (she photographed the wrong girl)...
