I thought Mern was Waller
I swear that I thought Mern was Waller when he first showed up. They look exactly alike. They could be twins. I didn’t realize it wasn’t her until Peacemaker asked who he was.

Murn is a MAN f'crissakes!
But yeah, despite that, I agree as well.
There's something not-human about both Waller and Murn that I believe was intentional. It's definitely not just their ethnicity - there's something about their "look" that matches.
In Murn's case, it's at least partly because he literally isn't human.
In Waller's case, she's just that ruthless. More than once, I've had to confirm it was Viola Davis playing her and not C.C.H. Pounder, because she's so unlike Davis's other roles.

So is Waller.
