My guess for now is that hey are simply some type of ghost. They just decided to creep people out.

Or do you mean what are they a reference to? If that's what you meant, they're based on the urban legend of the Black Eyed Kids. It was a pretty awesome episode.
That episode was genuinely creepy. I hope they make more horror-themed episodes like that.
