I think James McTeigue should have done this film
Because of his work on the comic-book film V FOR VENDETTA, the spy film SURVIVOR and more significantly the NINJA ASSASSIN.

Granted, the script was not too good (removing Hamato Yoshi, the Foot as non-ninjas, the villains' plot taken from THE AMAZING SPIDER-MAN), so I don't know whether he could have done a better job than Liebesman did. But TMNT looks like it would have suited him very well, with its shadowy action and visual style.
