Eric Sacks ridiculous scheme

In my opinion Eric Sacks plan to sell a "cure" for a threat that he created is even more stupid than Luthor's real estate scheme in SUPERMAN the movie.

First if he would release a toxin via the spire of his building, all the authorities would held him responsible (because of intent or neglect), especially after he "miracilously" comes up with a cure shortly after the incident (which might work as a cure on people, but probably causes mutations).

It is far more likely that the government would hunt him down as a domestic terrorist (which he is, even though his motives are monetary gain and not political.

Creating or generating a demand for the mutagen was completely unnecessary to begin with.

We are talking about a substance that can heal any illnesses, poisoning, regenerate cells and increase strength and intelligence.

He could have made billions if he had sold the mutagen to the military (which they could use to create human supersoldiers or mutate animals and turn them into weapons, like Rocksteady and Bebob).

He could have even made billions just selling it to pharmacies as a cure for all the kinds of illnesses and diseases it can cure.

It was a very ridiculous plan.

What was even more ridiculous is the stupid scene where the "bad guy" gives the ENTIRE PLOT to the heroes, and the audience, so we can have it all laid out for us, nice and easy.

Also, his plot was already doing in Mission Impossible: 2... SAME plot.

Especially when he decides to kill one of his men to prove how it works to the turtles who he is planning on killing off anyway when he is done collecting their blood.

I suspect that most criminals are insecure and need the approval of their enemies so they let them know how awesome of a plan they have.

My question is he's planning on shaking world governments to their core how does he think they are going to pay him? If you kill almost everyone there won't be anyone left to pay you!

plus, he didn't had much of it and needed to inoculate himself and his allies before mass producing it.
