She's supposed to be Marianne, the symbolic personification of the French Republic since the Revolution.

Admittedly, she doesn't look like any other representation of Marianne I've ever seen -- looks like a Lego woman -- but that's who she is.

This was kind of a joke, because I thought it was supposed to be a flame but they unintentionally made it look like a woman.

Ha ha. No, your joke was correct. It is a woman. And also the Olympic flame. And also, presumably, spherical because it's representing the globe? Dunno. But, yeah, it is Marianne (among other things).

I still say it looks like a Lego woman. Graphic designer: 'That'll be 500,000 euros. Thank you.'
