If the suits were to stop bullets then how did he get shot??
Because the bullet proof portions of the suit were built around vital organs only (aka not around the lower spine)??

A normal bullet would be repelled...sure.
This is a DEFLECTION the man who raises subs, stops missiles in mid air, and moves satellite dishes. In other words Magneto's deflection was powerful it BLASTED through the bulletproof material...basically making the bullet powerful and armour-piecing.
