It is revealed that Cotys is conquering Thrace. So the "feral warriors" are really just the natives planning a surprise attack against the tyrant Cotys. It never explains where the existing "rotting corpses" came from, though.

They acted and were dressed and painted up to give them a frightening appearance to their enemies.
But when enough casualties were inflicted on them, they ran. That wouldn't have happened if they were spellbound or whatever, that was the clue that they were just normal guys.
