We, the movie-going audience, are the gods.
The modern state of horror movies, where they all seem to be the same thing over and over and over again, is such because we keep going to them and making them successful and, in a sense, demanding them.
One of those tired, over-used and played-out tropes is the gratuitous nudity of the film's token "whore" character.
So yes, the gods (us) keep demanding bewbs in our horror movies.
It makes sense, but do we (gods) start to kill the human race when we can't see some bewbs? oh wait some does, nevermind.

it's similar to the meta funny games. except with that film it was a about hardcore violence. that film made a statement on how these extremely violent films will continue to be made as long as we lust for it and demand it. it indicted us for liking hardcore violence though and for continuing to watch it though.

Just because they're gods, they can't be attracted to humans? Most religions contain stories about deities sleeping with humans. It even happens in The Bible.

I took it as another example of human corruption (like betting on which monster would appear, cursing the 8 year olds for surviving). The girl was about to die, THEY wanted to see them. They seemed to enjoy the deaths beyond simply wanting to save the Earth. In the end, the sacrifices decided it was time to give someone else a chance; humanity didn't deserve to live.
It also made the killing of the soldiers and workers more palatable, and maintained the hero status of the sacrifices who released the 4evils on them. Hopefully the next species to rule the Earth will have more compassion, you had to wonder if they kept the Gods alive with their worship.

If you take the metaphorical approach that we, the viewing audience, are the gods, then yes, we do expect to see some sex and nudity in our horror movies.
I think they referred to the ''upstairs'' people that are so mysterious throughout the movie and finally make an appearance in the last 5 mins, I'm talking Sigourney Weaver as the director.
Probably the high-ups, the leaders of the project and especially the sponsors (the kind of technology and infrastructure they use should probably come close to the budget of a small country) - those kind of people in charge also benefit from entertaining, beside the ritual itself.
That's how I interpreted it.
The crew we see at work throughout the film represents the researchers and the executants of orders, but the leader board or even the external connection men (Japan, Sweden, Spain etc) are never seen.
My take on it was that she needed to prove she was a whore by showing her boobs in a lascivious way (to thr gods that is), and thus fit the gods' archetype to get sacrificed.
