These are actually common tests...(spoilers)
They are actually testing for attention to detail and ability to follow instructions - not to determine the answer to what's on the paper.
In the forces (British) we used to issue tests like this to test for - and have some fun with - aptitude and ability to follow instructions.
Page 1 would start: "Test XXX. Read through the follow instructions thoroughly"
Then you'd have 30, 50 etc questions and tasks, things like, clap 3 times, stand up for the next 10 instructions" etc etc
The last page would end "Now that you have read through the test, sit quietly at you desk until the time is up"
So you'd get half the people following the first page and reading the test first. And half the people not READING the first page and carrying out the instructions within - usually at the humour of those who had read it.
This film was in similar vain. They needed to listen and understand the instructions. It could have been achieved without the "Question 1" even being on the paper.
I guess it's a little like thinking outside the boundaries of the exam. Like in the film, the instructions are thought to be outside the realm of the test, when in fact they are the test themselves. Similarly;
Carly's father has FIVE (5) daughters;
1. Nana
2. Nene
3. Nini
4. Nono
5. .....
